The Warm Homes: Local Grant to launch in England next year

The government has announced it will launch the Warm Homes: Local Grant, an initiative designed to help low-income homeowners in England make energy performance upgrades, in 2025, in a move that Ed Miliband, secretary of state for energy security and net zero, described as “well overdue”. 

According to the government, the grant will provide low-carbon heating via local authorities. 

Miliband said government intervention was necessary to  “transform living standards and deliver the safety and security of warmer, cheaper homes that are free from damp and mould.” 

To qualify for the grant, you must meet the following requirements: 

• Live in England 
• Have a low income of £36,000 or less
• Have an Energy Performance Certificate (EPC) between D and G
• Be privately owned (owner occupied or privately rented) 

Once it has launched, local authorities will be able to install energy performance measures and low-carbon heating to eligible homes in their area. These measures include: 

• Insulation – this includes loft, wall and floor insulation
• Solar panels 
• An air source heat pump, if suitable
• Smart thermostats and heating controls 

According to the government, upgrades will be tailored to individual homes, so the most appropriate measures are installed, meaning those who qualify might not have much say in what’s installed. 

However,  occupants on a low income will not contribute to the cost of upgrades. 

The Grant is still in its early stages, so the total amount of funding available is subject to a spending review. 

A guidance document and expression of interest window opens this month and all eligible local authorities are encouraged to complete an Express of Interest (EOI) form to be allocated funding to participate in the scheme. 

However, according to Warma UK, each household can receive up to £15,000 for energy efficiency measures and an additional £15,000 for low-carbon heating systems for a total of £30,000 per home. 

The Warm Homes: Local Grant is part of the broader Warm Homes Plan, which aims to tackle fuel poverty to support the UK’s 2050 net zero goals.

Results from the National Home Energy Survey 2024 suggest that only 27% of people are aware of the Warm Homes Discount and a further 27% aren’t aware of any government schemes.
